You need a trading platform that can monitor the stock market and the particular stocks you are interested in. TradeStation can do it; I suspect that Interactive Brokers can as well, since both have and include programming languages where you can code the criteria you want to alert on. Even TC2000 can provide some alerts (though you’ll have to pay for real-time data). Other trading platforms that don’t have an associated programming language and programmable alerts will probably give you more general alerts like “price has exceeded $xx.xx” rather than what a programmable language can provide, like “price has been above $xx.xx for more than 60 seconds while the Dow-30 has made new highs for the day.”
